A Curacao License and a Complaint: What the Overhaul Changed for Players

The statute formally ended the jurisdiction's decades-old reliance on the National Ordinance on Offshore Hazard Games, or NOOGH, which had governed the territory's remote gambling sector.
Under the historic NOOGH framework, the island operated what legal analysts at the International Masters of Gaming Law and Advennt described as a master-licensor and sub-licensee model. The government granted a small number of broad master licenses to private companies, which then possessed the power to issue sub-licenses to third-party casino operators. The master-license holders handled their own commercial agreements and set their own standards for player interactions. The player was left to seek intervention from the private master-license holder, whose complaint handling varied widely and lacked a single public standard.
The LOK abolished that intermediary layer. Under the 2024 law, the Curaçao Gaming Authority, or CGA, serves as the direct licensing and regulatory body for remote gambling. Companies seeking to offer online gaming or supply software must submit their applications directly to the CGA through its dedicated licensing portal. The former private sub-licensing arrangements were replaced by direct state oversight.
For operators already holding permissions when the law changed, existing NOOGH licenses were automatically converted into provisional licenses under the LOK framework. This transitional mechanism allowed platforms to continue operating while moving into the new administrative structure. The structural consequence for a player is clear: the entity supervising the operator is now a single government authority rather than a private corporate licensor.
What the CGA license controls and where its authority stops
The LOK strictly prohibits offering online gaming in or from Curaçao without a valid license issued by the CGA. The reach of this prohibition is deliberately broad. The law covers not only the front-end brand operating the casino games, but also any entity that directly or indirectly controls player databases and transaction processing in or from the jurisdiction.

Under those guidelines, the complaint form must capture specific factual elements before the dispute can proceed:
- The full legal name of the complainant.
- The physical address and place of residence of the complainant.
- The exact date on which the complaint is formally filed.

- The claim must be filed using ADR Curaçao's completed claim form, submitted either through its official online platform or by accessing the direct compliance-seal link on the operator's website.
ADR Curaçao provides a structured assessment of the transaction against the operator's terms and the applicable rules. However, public records do not document specific case studies demonstrating how frequently financial recoveries occur or the exact mechanisms used to enforce an ADR determination against an uncooperative operator.
The secondary path is direct notification to the regulator. The CGA accepts complaints and reports of operator misconduct at [email protected].
Filing a notice with the CGA is fundamentally an administrative reporting action. The regulator uses incoming reports to identify systemic breaches of the LOK, monitor uncooperative licensees, and enforce licensing standards. While the CGA may take regulatory sanctions against a licensee that systematically violates the law, the regulator does not operate as an individual collection agency for disputed player balances.
What an international player should not assume
The presence of a CGA validation seal on a website confirms that the platform is subject to the LOK framework, but it does not alter the fundamental legal position of a foreign player.
Players residing outside Curaçao must evaluate several practical constraints:
- Foreign jurisdiction: A dispute with an offshore casino is governed by the laws and terms specified in the operator's license and user agreement, not the consumer-protection statutes of the player's home country or state.
- Absence of local enforcement: A US player cannot rely on domestic state gaming regulators, state attorneys general, or local consumer protection bureaus to intervene in a dispute with a CGA-licensed entity.

The LOK reform brought legal structure to an offshore market that had long operated without unified oversight. By replacing private sub-licenses with direct CGA authority and instituting formal standards under the complaints guidelines and the ADR rules, the jurisdiction created clear procedures for filing complaints.
Whether those administrative channels translate into the physical recovery of withheld funds remains an open question for any international player who chooses to wager on an offshore site.
